Position Summary:
Manages a comprehensive and effective Government Affairs program for AORN. Manages the Government Affairs department and provides recommendations on courses of action that would best achieve AORN's purpose, goals, and policies in government affairs.

Primary Responsibilities:
• Monitors, researches, and analyzes proposed and existing legislation, regulations, rules and related public policy issues at federal and state levels to determine possible impact on organization and/or constituency.
• Prepares proposed legislative and/or regulatory language to advance and/or protect the roles, responsibilities, educational preparation, credentialing, licensure, reimbursement, scope of practice and other public policy issues impacting perioperative nurses.
• Prepares summaries, legislative and regulatory analyses, background and briefing materials for elected officials, AORN staff and Board, members, regulatory bodies.
• Contacts and confers with members of legislative bodies and other elected and appointed officials and other organizations to support AORN members efforts to support or oppose legislation/regulations consistent with AORN's position.
• Contacts individuals and organizations with similar interests or opposing interests to advance the policies and positions of AORN.
• Works with other organizations, State Boards of Nursing, state licensing and regulatory bodies, AORN Board of Directors, AORN members, and staff, committees and elected and appointed officials at the state and federal levels.
• Assists in identifying, monitoring and maintaining relationships with AORN supported lobbyists at state level.
• Supports through research, writing, and edits government affairs communications.
• Works collaboratively with other AORN departments to provide consultation and technical assistance to members regarding legislation and public policy activities.
• Assists in the research and preparation of information packets for testimony at legislative committee meetings and with other regulatory and elected bodies and officials.
• Prepares reports that address AORN's legislative priorities, information articles for members, briefing memos for staff and Board, updated content for AORN websites.
• Keeps current on state and federal policy affecting perioperative nursing, AORN members, other members of the surgical team as appropriate.
• Provides training in advocacy, speaking with elected officials and staff, preparing legislative testimony in verbal and written forms, and media relations.

Qualifications:
• Master's degree or other relevant advanced degree in public administration, political science, law, nursing, policy analysis, health policy or other related fields.

• Demonstrated knowledge of laws, rules, regulations, ordinance and legislative processes at state and federal levels is required; knowledge of same related to nursing is preferred.

• Minimum of 1 year Staff Management experience or equivalent, with strong leadership skills. 

• An understanding of the procedures, operations, functions of the legislative, executive and judicial branches of state and federal government; research methods and procedures; and ability to analyze information and prepare concise and comprehensive written and oral reports.

• This position requires correct English usage, spelling, grammar and punctuation, the ability to operate office equipment and a computer, with skills in Word, PowerPoint, Excel, Access and the Internet and the ability to deal professionally with persons inside and outside the organization concerning AORN's government affairs priorities.

• Must be able to exercise solid judgment in making decisions in a complex Association environment governed by a volunteer Board of Directors, with a national and international membership.

• RN or JD preferred but not required.

Working Conditions:
Non-smoking office environment, using a computer and other office equipment daily. Attendance at scheduled meetings as required. Ability to travel as needed to support departmental and association functions.
