Would require hospitals and state-owned facilities to submit a staffing plan that provides sufficient, appropriately qualified nursing staff. Each facility would be required to develop an assessment tool that evaluates the actual patient acuity levels and nursing care requirements for each unit for each shift and could be used to make adjustments to the staffing plan. Establishes nurse-to-patient ratios for each department.
