Connecticut Central Service Certification Bill Passes

On May 26, 2015 Connecticut Governor Dannel Malloy signed into law Public Act 15-11, a central service technician certification bill. The bill takes effect January 1, 2016 and will require new central service technicians hired January 1, 2016 or after to be certified within two years of their hire date. Central service technicians working prior to January 1, 2016 will be grandfathered and will not have to become certified. However, all central service technicians, including grandfathered and those hired after January 1, 2016, will be required to complete 10 hours of continuing education annually. Connecticut is the third state to require the certification of central service technicians.

The International Association of Healthcare Central Service Material Management (IAHCSMM) led the effort in Connecticut to require certification of central service technicians. Josephine Colacci, JD, IAHCSMM Government Affairs Director, credits the IAHCSMM members, its Board of Directors and state lobbyists for the success because they provided resources, support, and spent many hours alongside her lobbying legislators and testifying in committees. “We began the legislative process in Connecticut three years ago,” said Colacci. “After the hard work of many Connecticut IAHCSMM members, we now celebrate the third state to require certification for Central Service technicians. These technicians are finally receiving the recognition they deserve for a job that is extremely complex and critical for patient safety.”

AORN is supportive of efforts to enact legislation to require certification and minimum continuing education standards for central service technicians. Perioperative registered nurses rely on central service technicians to ensure that instrumentation and equipment used in medical and surgical procedures are properly cleaned, disinfected, inspected, and sterilized prior to patient use. Massachusetts is also considering a bill requiring certification of central service technicians, which AORN will continue to monitor.
